Введение. Интеграция Донецкой Народной Республики в экономическое пространство Российской Федерации, сопровождающаяся санкционным давлением и нарушением устоявшихся логистических связей, актуализирует проблему обеспечения продовольственной безопасности региона. Отсутствие адаптированных к специфике новых территорий подходов к реализации политики импортозамещения, учитывающих высокую степень износа фондов, кадровый дефицит и структурные диспропорции, препятствует формированию устойчивой модели развития агропромышленного комплекса. Целью настоящего исследования выступает оценка эффективности реализуемых мер импортозамещения в агропромышленном комплексе ДНР в 2023-2024 гг. и разработка научно обоснованных рекомендаций по совершенствованию региональной политики. Методы. Теоретико-методологическую основу составили труды отечественных учёных в области региональной экономики и импортозамещения. Информационную базу сформировали нормативно-правовые акты и открытые данные Федеральной службы государственной статистики по ДНР, отчёты профильных министерств ДНР. В работе применён комплекс методов: статистический анализ для обработки данных об объёмах и структуре производства; контент-анализ нормативных документов для систематизации инструментов господдержки; сравнительный анализ для оценки динамики показателей; SWOT-анализ для структурирования внутренних и внешних факторов развития. Результаты. В ходе исследования установлено, что реализуемые меры государственной поддержки – прямое субсидирование и лизинговые механизмы – обеспечили устойчивую положительную динамику: рост валовых сборов зерновых, овощей открытого грунта, молока и четырёхкратное обновление парка сельхозтехники. Выявлены системные проблемы: структурный дисбаланс с доминированием растениеводства над животноводством; острый дефицит квалифицированных кадров; высокие логистические издержки и барьеры сертификации при выходе на рынки других регионов РФ. С применением SWOT-анализа идентифицированы ключевые возможности развития и угрозы. Заключение. Разработанный комплекс рекомендаций органам власти ДНР, включающий создание целевой кадровой программы «Кадры для АПК» по аналогии с механизмами «земского доктора», усиление поддержки животноводства для преодоления структурных диспропорций, формирование консультационного центра для содействия сертификации и логистике, а также активизацию кластерных проектов (агропарков), позволяет перейти от тактического стимулирования к стратегическому управлению импортозамещением. Научная новизна заключается в адаптации инструментов стратегического анализа к условиям новых регионов и выявлении специфических ограничений, сдерживающих реализацию импортозамещающего потенциала.
Introduction. The integration of the Donetsk People's Republic into the economic space of the Russian Federation, accompanied by sanctions pressure and disruption of established logistics links, highlights the problem of ensuring food security in the region. The lack of approaches to implementing import substitution policy adapted to the specifics of new territories, considering the high degree of fixed assets depreciation, personnel shortage, and structural imbalances, hinders the formation of a sustainable model for the agro-industrial complex development. The purpose of this study is to assess the effectiveness of the implemented import substitution measures in the agro-industrial complex of the DPR in 2023-2024 and to develop scientifically based recommendations for improving regional policy. Methods. The theoretical and methodological framework comprises the works of Russian scholars in the field of regional economics and import substitution. The information base includes regulatory legal acts of the Russian Federation and the DPR, data from the Territorial Body of the Federal State Statistics Service for the DPR, and reports from the Ministry of Agricultural Policy and Food of the DPR. A set of methods is applied in the work: statistical analysis for processing data on production volumes and structure; content analysis of regulatory documents to systematize state support instruments; comparative analysis to assess the dynamics of indicators; SWOT analysis to structure internal and external factors of development. Results. The study establishes that the implemented state support measures – direct subsidies (over 402 million rubles for crop and livestock production support, 110 million rubles for subsidizing the baking industry) and leasing mechanisms (supply of 90 units of machinery through JSC «Rosagroleasing») – have ensured sustained positive dynamics: an increase in gross grain harvest by 5.1 %, open-ground vegetables by 17.9 %, milk by 1.4 times, and a fourfold renewal of the agricultural machinery fleet. Systemic problems are identified: structural imbalance with the dominance of crop production (66.6 %) over livestock farming (33.4 %); acute shortage of qualified personnel; high logistics costs and certification barriers when entering markets of other Russian regions. Using SWOT analysis, key development opportunities (deepening integration with the Russian Federation, cluster development) and threats (increased competition, rising resource prices) are identified. Conclusion. The developed set of recommendations for the DPR authorities, including the creation of a targeted personnel program "Personnel for the Agro-Industrial Complex" analogous to the "land doctor" mechanisms, strengthening support for livestock farming to overcome structural imbalances, establishing a consulting center to assist with certification and logistics, and promoting cluster projects (agro-parks), allows for a transition from tactical stimulation to strategic management of import substitution. The scientific novelty lies in adapting strategic analysis tools to the conditions of new regions and identifying specific constraints hindering the realization of import substitution potential. Further research should be directed towards developing methodologies for the quantitative assessment of the effectiveness of state support instruments and forecasting the development of agro-industrial sectors, considering the deepening of integration processes.
